The Almaty SuperSki project is in the active phase of construction

The Head of State Receives Prime Minister Olzhas Bektenov.

Kassym-Jomart Tokayev heard a report on the results of the socioeconomic development of the Republic of Kazakhstan for January-June of this year and plans for the further diversification of the economy.

The Prime Minister reported that GDP grew by 4.1% in the first half of the year. The contribution of manufacturing to the structure of the economy increased by 9.8%, that of the transport sector by 7.1%, and that of the construction sector by 15.2%. Growth was also recorded in trade at 5.7%, agriculture at 4.4%, and communications services at 4.3%. Fixed capital investment amounted to KZT 9.5 trillion, while private investment inflows increased by 21.4%.

Olzhas Bektenov reported on the strengthening of the structure of the national economy. This year, 200 investment projects worth KZT 1.7 trillion will be launched in the manufacturing sector, creating 17,000 permanent jobs. The Prime Minister reported on the implementation of major road construction projects and plans to build a second airport in Astana and the second phase of Tarlan Astana. In the construction sector, the volume of housing commissioned will be increased to 20 million square metres. Agricultural output amounted to KZT 15 trillion, while the total area under cultivation increased to 23.8 million hectares. KZT 1 trillion was allocated to support agricultural producers, with KZT 6.5 in private investment attracted for every tenge allocated from the state budget.

The Head of State was informed about the implementation of the Comprehensive Plan to Increase the Incomes of the Population and the measures being taken to reduce inflation. In June, the annual inflation rate stood at 10.3%.

The President was briefed on the current results of efforts to improve social and migration policy. Approaches to further enhancing the effectiveness of social support mechanisms by promoting employment were also presented. The aggregate annual effect of optimising unjustified and inefficient social payments will exceed KZT 800 billion.

Particular attention during the meeting was paid to preparations for the heating season. Following the previous heating season, five combined heat and power plants were removed from the critical “red” risk zone, while an additional three plants were transferred to the “green” zone. This year, nine power units, 55 boilers, and 51 turbines are undergoing reconstruction. KZT 384 billion has been allocated for these purposes. Under the National Project “Modernisation of the Energy and Utilities Sectors”, repairs to 12,000 kilometres of utility networks will be completed by the end of the year.

Information was presented on the implementation of the President’s instructions concerning digitalisation and the development of the national AI infrastructure. Olzhas Bektenov reported on the implementation of the Data Centre Valley project. Infrastructure with a total capacity of 250 MW is being deployed jointly with leading global IT companies. The volume of foreign investment attracted exceeds USD 10 billion.

The Head of State heard a report on the modernisation of tourism infrastructure. The development of the Almaty Mountain Cluster will increase the tourism industry’s share of GDP. The Almaty SuperSki project is in the active phase of construction. The development of 60 kilometres of ski runs will increase the resort’s capacity to 10,000 visitors per day. The facility is scheduled to be commissioned in December 2028. Preparations for the Games of the Future 2026 are nearing completion.

The President was informed about measures to implement the New Constitution. Work is underway to bring legislation into line with the Basic Law, strengthen the principles of “Just Kazakhstan” and “Law and Order”, improve social policy, establish a legal framework for the development of Alatau as a city of accelerated development, and advance the “Taza Qazaqstan” initiative.

Following the meeting, Kassym-Jomart Tokayev instructed the Government to continue its systematic efforts to ensure the country’s further dynamic development. The Government was instructed to begin implementing a large-scale programme for the construction of social and infrastructure facilities. The programme is intended to deliver significant improvements in the quality of life of citizens across all regions of the country in the near future. Particular emphasis will be placed on the construction of modern healthcare facilities.
